Loosely phrased, an enchantment is a permanent that exists on its own, while an Aura is a permanent that will be attached and only remains on the battlefield while attached to another permanent. This "attachment" is what the phrase "enchanting a permanent" refers to. Aura Barbs 's first effect says ""Each Enchantment deals 2 Damage to its controller". This will count all Enchantments including Auras that each player controls, respectively. The second effect says "Each Aura attached to a creature deals 2 damage to the creature it's attached to".
This only counts Enchantments with the Aura subtype, as only those can enchant a creature in the first place.
